[SOLVED] Notify-Send

This might be premature, but I am not getting any messages put to the screen when I use notify-send on of cli. so I tried installing something called notify-send.sh and still am getting nothing.

[userx@arcooo ~]$ notify-send "hey"
[userx@arcooo ~]$ sudo nano /usr/bin/notify-send.sh
[userx@arcooo ~]$ ls -la /usr/bin/notify-send.sh
-rwxr-xr-x 1 root root 9456 May 25 07:48 /usr/bin/notify-send.sh
[userx@arcooo ~]$ ls -la /usr/bin/notify-send
-rwxr-xr-x 1 root root 18304 Apr  5 14:20 /usr/bin/notify-send
as one can see both programs are installed, when I type in something as simple as

notify-send "hey"
nothing appears anywhere on the screen. I am using e16 as a desktop in a xfce4 install of this linux distro.

I am currently moving files so I cannot log out and into xfce4 to check and see what is does in that desktop at this moment in time.

We do not really use notify-send as a user.
The desktop uses it and there is a daemon started at boot to do the notifications

Every desktop has a different kind
