Plans to implement it? 'Pacman -Ss kernel' prints versions '4.17.4-1' and LTS '4.14.53-1'. Couldn't find '4.18-rc3'.

We have no plans. Have you tried implementing it. I guess it is not that easy as installing it via trizen.
