[OPEN] panel window button alert style

The style for an active window button is dark grey with a blue underline. When clicked, the whole button turns blue. Can I change it so when I get an alert from an inactive app, its window button turns completely blue like during a click instead of just having the blue underline? It would more easily distinguish it.

Sounds like something you should change in the theme you are using.

Is the theme file for the panel located somewhere other than /usr/share/themes/ in arcolinux?
Using Arc Dark, I changed the BG Active color in the panel.rc file located at /usr/share/themes/arc-dark/gtk-2.0, restarted the panel, saw no effect, changed a few other colors in the file, restarted, no effect, removed the file, restarted, the panel still loaded with no effect.
